Most upper secondary schools provide education in Finnish or Swedish language. It is worth noting that there is a genuine shortage of secondary vocational diploma holders in Finland in a number of trades, leading to a high demand for qualified workers in corresponding industries. Upper Secondary Schools In 2017, 21.4 million pupils were studying at upper secondary level in the EU, out of which more than 10.2 million (or 48%) were enrolled in vocational education, according to the statistical office of the EU (Eurostat). Students usually enter upper secondary school programmes (ISCED level 3) between the ages of 14 and 16. The syllabus of general upper secondary education is designed to last three years, but students may complete it in 2 to 4 years. Instruction is organised in modular form not tied to year classes and students can decide on their individual study schedules rather freely. Vocational upper secondary education Vocational education and training is popular in Finland, more than 40 per cent of the relevant age group starts vocational upper secondary studies immediately after basic education.

Upper secondary schools in Finland do not have year grades. The school year is divided into five terms (course periods). In each term the student has a different schedule and a different selection of courses. Finnish upper secondary students may choose whether to undergo occupational training to develop vocational competence and/or to prepare them for a polytechnic institute or to enter an academic upper school focusing on preparation for university studies and post-graduate professional degrees in fields such as law, medicine, science, education, and the humanities.
